Using google voice is all for free unless you decide to use open a business account, but for a personal account it is all for free and you will be assigned a phone number.
With the phone number you can use it to receive and make calls, send and receive text messages with ease and no restriction of any kind as it uses your data or Wi-Fi and not the cellular network.
So all you have to do is to head over to Google voice website on your computer or mobile and create your account. Remember to select for personal use unless you want to open for a business use which isn’t for free.
You can also download and install the Google voice app on your mobile phone and proceed with the account creation.
Obce you have successfully created your account and gotten your phone number, you are good to go.
Now you have to wait for few hours or when you are sure the recipient is less busy and call back but this time using the Google voice app.

3. Use instant messaging app
Instant messaging apps like whatsapp, Skype, telegram, or even the imessage is another option you can use to call a person that is not answering your call.
I recommend this as one of the best solution to the problem of phone keeps ringing but no answer, simply use whatsapp or Skype to send a message to the person.
4. Sending a text message
Having said that a poor network reception is another reason for phone keeps ringing but no answer, sending a text message is one of the best solution.
You may think the phone is ringing, but it isn’t as it is a fake ringback tone. As there’s no answer, use the cellular network and send a text message to the recipient.
If the sent text message didn’t get delivered, this should indicate that the ringing you’re hearing is nothing but a fake or an error ringback tone and not that the recipient phone is ringing and he or she is not answering.

This happens when the person you are calling isn’t answering and doesn’t have a voicemail activated on it’s mobile phone, the calling will hang up after the ringback tone duration is over.
However, if the recipient activated a voicemail on it’s phone the call will be redirect straight to the voicemail. Kindly note that not all phone users have a voicemail so it shouldn’t surprise you at all.
