Now if you’re having this problem of outgoing calls barred on your android phone while trying to make a call, you will see that the all outgoing calls will be enabled on your android phone.

If all outgoing calls are enabled, then you have to disable it just like on the picture below.

After you have disabled call barring on all outgoing calls, exist the phone app and restart your android phone.

Open the phone call and make your call. By this moment you will see that you can make outgoing calls from your mobile phone without any restriction or seeing outgoing calls barred on your android phone.
