These are the major reasons I found out that people tends not to make an outgoing call from their mobile phones, and be it on iphone and the android phone.

Can’t make outgoing calls
If you can’t make outgoing calls from your mobile phone it may be causes by the network provider disconnecting your phone, or you have barred your number and phone from making outgoing calls.

Outgoing calls are called you made on your mobile phone, and which you are the caller. It can be inform of cellular network service or instant messaging service.
Below are the reasons why you can’t make outgoing calls on your phone.
1. Your phone has been disconnected
A mobile phone being disconnected means the network provider restricting a subscriber from making calls due to non payment of phone bill.
Once your phone bill has expired and you didn’t renew or pay for a new one, you will be disconnected. In this very aspect you cannot make outgoing calls from your phone though in some cases you can receive calls.

2. You enabled outgoing call barring on your mobile phone
This is a strong case on the reason why you can’t make outgoing calls on your mobile phone, especially for android phone users.
You may have enabled outgoing call barring on your android phone.
Now let me show you how you can find out and resolve the problem. This type of situation is only applicable to android phone as there’s nothing like call barring on ios.
Get started by opening the phone app and tapping on the hamburger menu. Select settings and you will see supplementary services.
Tap on the supplementary services and you will see call barring among the options given to you.
Tap on call barring and you will see all the available calling barring options just like on the screen below.
As we’re focused on why you can’t make outgoing calls on your mobile phone, you have to make sure that you didn’t enable call barring on all outgoing calls just like on the above picture.
3. You have a faulty sim
This is the third reason as to why you can’t make outgoing calls on your mobile phone, you have a faulty sim card or even the sim card has been disconnected.
What you should do is to check if you receive calls on the sim card, and if yes then you should know the problem isn’t from the sim card as the sim card is working.
But many times sim cards causes this type of problem in a mobile phone. Kindly remove your sim card, clean it off and reinsert it back into your mobile phone.

4. Network service issue
This is quite common though doesn’t happen very often and even if it does happen doesn’t take too long to be rectified.
Having a poor network service or coverage can prevent someone from making a call on it’s mobile phone, based on my experience.
Google voice can t make outgoing call
This is usually caused by poor network reception on the caller side, or you don’t have an active internet connection.
For google voice to work, that is to make calls and send a text message, you must have an active internet connection else you can’t make outgoing calls or send text messages using the Google voice.
So you have to check all these requirements are perfectly working cause most times they are the causes of google voice can’t make outgoing call especially on a mobile phone.
ATT can’t make OUTGOING calls
This is mostly caused when your mobile phone have been disconnected by the network service over non payment of phone bill or other issues. It also may be caused by a poor AT&T network coverage or your phone has been barred from making an outgoing call.
How do I enable an outgoing call?
By default making an outgoing call simply means calling a number on your mobile phone and it is enabled by default. However, if you can’t make an outgoing call on your mobile phone, you should check to see if you have disabled outgoing call on your mobile phone.
This is very common on android phone.
