If an iMessage says delivered is their phone on?
Yes, If an iMessage says delivered after sending a imessage, it simply means their phone is on because they have received the message.
If the phone is not on, definitely the imessage will never show delivered and this implies that the message has not been received by the recipient.
Once you see delivered below the message, you should know the person’s phone is on and the imessage is active at that very moment.

Absolutely no, you will not see delivered when you send a message to an iphone that is switched off, you will only see delivered when the phone is on and the message goes through.

There’s no way you will be blocked on iphone and the message will still be delivered, it is not possible.
What I have seen is the case whereby a person sent an iMessage or text message to another iphone user and it went through and showed delivered, but subsequent messages never showed delivered.
This implies the recipient immediately blocked the sender after receiving the first messages or text messages on it’s iPhone.

How to tell if text message was delivered iphone
To know that a text message has been delivered on iphone, simply open the message app, send a message and look below the message to see if you will delivered.
Once you have seen delivered below the text message, it means the sent message has been delivered or received by the recipient.
If you didn’t see delivered, it may be the person’s phone is offline, not reachable or probably you have been blocked by the person. You can’t tell unless you try and use the cellular network to call the person or send the person a message on whatsapp.
Why imessage is better than send as sms
Imessage is better than send as sms in the sense that a sender will know when a recipient has read a message sent, and imessage is cost effective compared to sms.
With iMessage, you can share your location, see when someone is replying to your sent message, being able to send stickers, animated GIFs, share music, and even send money using Apple Pay, etc.
There are lots of benefits derived from imessage which sms is lacking abundantly.
Remember, imessage requires Wi-Fi or data just like whatsapp or other instant messaging apps, while sms requires a cellular network service in sending a text message.
