How to enable delivery report
By default delivery report is enabled on most mobile phones including iphones, though in some android phones you have to enable delivery report by yourself and this is applied to Samsung phones.
On android, to enable delivery report on your android phone, open the message app and tap on the hamburger menu.
Select settings and scroll down to advanced depending on your phone message settings though I’m using the Google messages app. As you have opened advanced, you will see get sms delivery reports.
Make sure you enable get sms delivery reports just like on the picture below.
After you have enable the delivery report on your android phone, whenever you send a text message on your android phone it will show delivered if the sent text message has been received by the recipient on it’s mobile phone.
On iphone, to enable delivery report Tap Settings on the Home screen and select Messages. Tap the Off button within the iMessage section of the Messages screen so that the button reads On.
Tap the Off button in the Send Read Receipts section so that it reads On. Tap Settings to save your preferences and return to the Settings screen.

No, delivery report only notifies you that the sent text message has successfully been sent and received by the recipient on it’s mobile phone.
On text message or sms, you will never know if the recipient has read your sent message except for the case of instant messaging apps like Whatsapp, imessage, telegram, etc you will be notified if the recipient has read your message unless the recipient deactivate the read receipts on it’s mobile phone.
However, once you saw delivered after sending a text message it means definitely the recipient has received the message and must have read the text message.
In order to confirm if truly the recipient has read your sent text message, you can send another one asking if he or got your previous message or put a call through. As long as it is an sms, you will never know if the recipient has read your sent message.
