There’s no danger using an iPad while it is charging as long as the temperature of the iPad doesn’t get to extreme.

I touched my grandsons neck yesterday while he was playing games on my IPad,which was charging at the same time. His skin felt very odd,it was like a buzzing feel.He couldn’t feel my touch,but heard a buzzy noise.I felt the surface skin on his arm and ankle and it felt very strange too. Puzzled,I felt his brothers skin,and that felt smooth and normal.

Wow, honestly I haven’t seen such but from my experience, if I touch the lightening cable for a long period of time during game play while charging my ipad, that my very hand will be numb. I recommend you to speak to any Apple customers service representative around you about this issue.
